PURPOSE:To made timing to generate a time record signal deviate from an external image synchronizing signal by generating a phase control signal by shifting a phase of an external video synchronizing signal by the desired quantity, using a finer phase than that of an external video synchronizing signal as an unit. CONSTITUTION:An audio tape recorder ATR1 sets a phase control signal S11 to a reference signal and executes such a phase servo action as phase-locking the signal, a phase of a time code signal LTC of a sound signal track is locked in the signal S11. Thus by phase shifting quantity D which is set in a phase-shift setting circuit for a reference frame signal REF if and when necessary, the signal LTC can be shifted. Consequently a sound signal of a time code can be recorded at the position delayed by magnictude equivalent to the phase shifting quantity D with respect to image signals of respective frames recored on a recording medium.
