PURPOSE:To make uniform the amt. of a treating liquid to be coated by constituting a liquid providing device of a rotary roller, a providing roller, and a coating roller, and controlling the traveling speed of a traveling body by detecting the revolving speed of said rollers. CONSTITUTION:A treating liquid in a trough 10 is adhered to the surface of a coating roller 11 and held up to coat the surface of a providing roller 14, and the superfluous liquid is thereafter removed by a liquid thickness controlling roller 17. The liquid thickness on the providing roller 14 is regulated to a fixed value in this way, and the revolving speed is simultaneously controlled on the basis of the speed of a traveling body. Then the treating liquid is provided to the traveling stringy body. Accordingly, the amt. of the treating liquid to be provided is made uniform even when the velocity of the traveling body is changed.
