PURPOSE:To facilitate an easy production of format information and also to simplify a pattern reading system as whole, by estimating the format information on the paper surface from the image information stored in a memory and recognizing a pattern on the paper surface based on said format information. CONSTITUTION:The image of a form 1 is scanned by a photoelectric transducer 2 and stored to a buffer memory 3 as the digital pattern information. The pattern information in the memory 3 is processed by a format information estimating part 4. Thus the format information is produced and stored to a buffer memory 5. The pattern information of the memory 3 is added to a segmenting part 6 together with the format information of the memory 5. The part 6 segments a character pattern on the paper by a known method. The segmented character pattern is recognized by a recognizing part 7, and the result of this recognition is sent to an output device 8. It is more convenient to read the format information into the memory 5 from an external memory 9 and to use the format information produced previously.
