PURPOSE:To compress simply the NTSC picture signal with no Y-C separation and without using plural compressing circuits, by thinning the NTSC signals with a frequency having the specific regularity. CONSTITUTION:The NTSC picture signal converted by an A/D converter 21 is stored to a memory 23 according to a memory access of a thinning control circuit 22. Then the compressed video signal is regenerated from the memory 23 via a D/A converter 24. Here the circuit 22 thins the picture signals with a frequency of an integer multiple and much as a color subcarrier wave. Thus the NTSC picture signal can be compressed with the phase relation kept to a burst signal. This attains the simple compression of the picture signals with no Y-C separation and without using plural compressing circuits.
