PURPOSE:To efficiently suppress the pitching of a ship, by providing swingable fins on a rudder horn on the axis of a propeller shaft, and controlling the attack angle of the fins depending on the value detected by a pitching sensor. CONSTITUTION:Swingable fins 3 are mounted on a rudder horn 4 on the axis of the rotary shaft of a propeller 2. The attack angle of the fins 3 is controlled through a calculation unit 8 and a motive power unit 9 depending on the value detected by a sensor 7 for the pitching of a hull, to efficiently suppress the pitching to ensure the safety of voyage, reduce fuel consumption, etc.
