PURPOSE:To prevent inverse ionization phenomenon, by employing pulse charging as a two-stage type EP charging system and performing pulse charging only to an ionization part being a part of a discharge electrode system. CONSTITUTION:In order to perform pulse charging only to the electrode 150 of an ionization part 109, an inductance coil 113 formed by spirally winding a part of each discharge wire in each frame by a wire is inserted into an electric field part 110 to which only DC high voltage is applied and the ionization part 109 is insulated from the electric field part 110 in a pulse like manner in the same frame. Furthermore, the electrode 150 is formed of a square wire electrode, a round wire electrode or a linear electrode with spines. By this mechanism, different current-voltage characteristics can be formed in the same discharge electrode frames 114.
