PURPOSE:To obtain a particulate fuel having a uniform shape and contg. no S component, by mixing powder of waste tire or waste synthetic resin with a vegetable powder in a heating mixer, recovering dry-distilled oil and cooling the residue. CONSTITUTION:Waste tire from which steel part has been removed by a bead remover 1 or a waste synthetic resin is crushed in a crusher 2, ground in a grinder 4 and stored in metering hoppers 5, 6. 40-50pts.wt. waste tire powder or waste synthetic resin powder from the hoppers 5, 6 and 60-50pts.wt. vegetable powder dried in a hopper 7 are introduced into a heating mixer 9. While the pressure within the mixer 9 is kept under 1atm, the mixture is heated at 200- 350 deg.C with stirring by means of a burner 8 to dry-distill it. The dry-distilled gas is fed to an oil separation tank 15 and 15-25% of the entire distilled oil is recovered into a tank 20. While the residue in the mixer 9 is kept out of contact with the air, it is fed to a cooling mixer 22 and granulated by cooling with stirring.
