PURPOSE:To obtain industrially and advantageously the titled base having improved makeup effect, by copolymerizing an oily material such as lanolin with a metal salt such as zinc naphthenate, dissolving the resultant copolymer as colloids in a solvent having both lipophilic and hydrophobic functional groups, adding water thereto, and stirring the resultant mixture. CONSTITUTION:An oily material, e.g. lanolin or squalance, is polymerized with a metal salt, e.g. zinc naphthenate, at a specific ratio under heating, and the resultant polymer is dissolved in a solvent having both lipophilic and hydrophilic functional groups, e.g. PEG, to form a colloidal solution. Water is then added thereto with stirring to give the titled base. The hydration phenomenon is caused by the catalytic action of the hydrophilic functional groups to develop softness in the liquid. The consistency can be very easily adjusted by the decrease or increase in the amount of the water to be added. The zinc naphthenate serves to impart the functional groups and enhance the action. The creamy base becomes a liquid base to reduce the viscosity, and the permeation is promoted by the hydrophilic groups unique to the liquid. Thus, makeup effect is improved.
