PURPOSE:To provide a dot character recognizing device enabled to recognize a dot character pattern by once executing miniwindow processing for detecting dots in each miniwindow and then detecting an inconsistent degree from the result of dot processing. CONSTITUTION:An intra-miniwindow bit detecting circuit 8 discriminates whether dots expressed by ''.'' of an input picture exist or not in a miniwindow expressed by master patterns ''square''. In an example shown in the figure, the number of dots is zero, so that all the outputs of the detecting circuit 8 coincide with eath other and an intra- miniwindow inconsistent degree detecting circuit 10 outputs ''0''. On the other hand, an out-of- miniwindow bit detecting circuit 9 discriminates whether dots expressed by ''.'' of the input picture exist or not outside the miniwindow expressed by master patterns ''square''. In case of the shown figure, the number is three. Since miniwindows other than respective ''square'' are successively detected by the circuit 9, three inconsistency detecting results are applied to an out-of-miniwindow inconsistent degree detecting circuit 11 and ''3'' is outputted from the circuit 11.
