This device consists mainly of a spring 1 fixed, by its end 1a, to a toothed ring gear 2 held in place in a casing 3 by a driving gear 4 and by two idling gears arranged at its periphery, and, by its end 1b, to a shaft 7 upon which is mounted, keyed, a toothed plate 8 which is rotationally immobilised in one direction, by a pawl 9 securely fastened to a manoeuvring rod 17 equipped with a return spring 18 whose action can be overcome at will by a handle 19 and a lifting ramp 20. The energy is stored by means of a pinion 10 for driving the peripheral gear 4 and recovered, at will, by means of the shaft 7 and of the gears 14, 15 or 16 mounted on a free wheel 13.
