PURPOSE:To convert a scanning line with simple constitution by converting a scanning line into 1/2.5 by utilizing four units of line memory and a level convertor to convert a scanning line into four specific levels. CONSTITUTION:In an odd field signals obtained by reading out memories 5 and 6 which are converted into 1/8 and 7/8 levels, respectively, after termination of the 2nd scanning line period are added by an adder 13. After termination of the 4th scanning line period signals obtained by reading out memories 7 and 8, which are converted into 3/8 and 5/8 levels respectively, are added by an adder 14. In an even field, the memories 5 and 6 are read out after termination of the 2nd scanning line period and signals converted into 1/8 and 7/8 levels are added in the adder 13. After termination of the 5th scanning line period, the memories 7 and 8 are read out and signals converted into 3/8 and 5/8 levels are added in the adder 14. Thus a scanning line becomes 1/2.5. Namely, 1085 and 1045 scanning lines become 434 and 418 lines, respectively, and a signal having an interlace of 1:2 can be formed.
