PURPOSE:To decrease a program executing time by arranging a program and a data with higher priority to a high speed high-order storage hierarchy accessible directly from a central processing unit so as to decrease the transfer processing among program hierarchies. CONSTITUTION:When an execution request of a program is generated, the control is given at first to a storage hierarchy management discriminating device 210. A management table 213 is retrieved and whether or not the program exists in the management table is discriminated. When existing, whether or not the program is read already in a main storage is discriminated, and when already read, the storage hierarchy control performs no processing and gives the control to the program. A reallocation deciding device 209 calculates the priority to read each program and data to the main storage depending on the content and operation information career of the management table. The reallocation execution device 215 processes data based on the priority extracted by the reallocation deciding device.
