PURPOSE:To realize a higher filing function by making the output format of a picture input device as a code string which indicates the kind of the area, the position of the area and the picture contents of the area for every area, and by registering the relation table which indicates the relation between areas simultaneously. CONSTITUTION:One document picture of the signal from a picture scanner 100 is stored in a picture memory 200. An area division circuit 300 divides the document for every area by utilizing the features of the picture. A relation table which is formed by a relation table formation circuit 600 while referring to an area memory 400 is registered in a storage device 700 together with the read results of the document picture. An optimum encoding circuit 500 executes optimum encoding of the contents of the picture memory 200 in accordance with the output format while referring to the area memory 400 whose area is divided, and the circuit 500 compresses data. Signals which are data-compressed at every area are registered in the storage device 700.
