PURPOSE:To impart base neutralizing capacity and water retentivity, by impregnating a water-soluble matrix consisting of fibrous carboxy methyl cellulose and a yarn making fiber with a water-soluble solid acid or this acid and a water-soluble binder. CONSTITUTION:Water-soluble paper comprising fibrous carboxy methyl cellulose or water-soluble paper prepared by mixing a yarn making fiber with fibrous carboxy methyl cellulose is used as a base material and this base material is impregnated or coated with a water soluble solid acid with acidity in water of 3.8 or more and having substantially no deliquescency. In this case, the water-soluble solid acid is adhered to the base material in an amount of 10% or more by wt. as dry matter while the base saturation degree of fibrous carboxy methyl cellulose in the impregnated or coated paper is held to 40% or more and used in a state dissolved in various org. solvents or a solvent mixture of an org. solvent having the compatibility with water and water.
