PURPOSE:To improve a reliability by confirming that two angle data of a rough data which has multiplied one angle information by (m) and a precise data which has multiplied by (n) satisfy a relation by a synthetic ratio of (m) to (n), and thereafter, synthesizing them in accordance with the synthetic ratio. CONSTITUTION:A rough data 1 which has multiplied an actual angle by (m), a precise data 2 which has multiplied the actual angle by (n), and a data 3 for showing a synthetic ratio (m) to (n) of the rough data 1 and the precise data 2 are inputted to an input data adaptability inspecting circuit 4. In this circuit, whether the rough data 1 and the precise data 2 satisfy a relation shown by the synthetic ratio 3 or not is determined, and in case when they do not satisfy it, an error signal 5 is outputted. Also, when they satisfy it, they are outputted as a rough data 6 and a precise data 7 as they are, and inputted to a synthesizing circuit 8. In the synthesizing circuit 8, the rough data 6 and the precise data 7 are synthesized by the synthetic ratio 3, and outputted as a measuring data 9 of an actual angle.
