PURPOSE:To prevent different operations on plural operator console by writing data, which indicates that the leadership in operation of an operation object is taken, in a prescribed memory area each time when an operation is performed on every operator console. CONSTITUTION:When an operation command is received by a controller 22, a processor unit accesses a prescribed memory area to retrieve the operator console, which takes the leadership in operation of the operation object, to confirm the leadership. If it is confirmed as the result of confirmation that the other operator console do not take the leadership, data indicating an operator console 1A is written in a memory area of the leadership, and the operation output is performed. If an operator console 1B takes the leadership, a display instruction is transmitted to the console 1A, and data indicating that the console 1B takes the leadership is displayed on a CRT screen of the console 1A.
