PURPOSE:The primer is coated with a hydrophobic isocyanate which reacts with water to form a water-proofing layer of separated foams, thus enabling the formation of durative water-proofing layer on, e.g., roof or veranda of houses, regardless of the dried state of the primer. CONSTITUTION:For example, the primer 1 is coated with a hydrophobic, water- reacting type isocyanate (e.g., mixed with sand and cement) on its outer surface to form a separated foam layer. After solidification, the foam layer is coated with an asphalten primer and further, with asphalten 3 outside to form the objective water-proofing layer 4. EFFECT:Water-proofing layers free from fatigue, deterioration and swelling are obtained.
