PURPOSE:To improve the reliability of a dictionary by generating a dictionary on condition of the pattern matching method by means of a hierarchy clustering while all categories are mixed and storing all cluster structures to minimize the re-clustering of a new input pattern. CONSTITUTION:The information of a form 1 is converted into an electric signal by a photoelectric converter 2, the feature pattern of character information extracted by a feature extracting section 7 is extracted and stored in a character storage section 8. The character feature stored in the storage section 8 is transferred to a matching section 15, the distance with the standard pattern in a standard pattern storage section 14 is obtained according to the hierarchy tree stored in a hierarchy structure storage section 12, a node having a smaller distance in the hierarchy structure is selected sequentially and a category is fed to a decision section 16. The decision section 16 uses a threshold level used for the lowermost clustering as a decided value and when the distance of the candidate is within the threshold level, it is used as a correct solution, and when it is larger than the threshold level, the result is rejected. Then the re-clustering of the newinput pattern is minimized to improve the reliability of the dictionary.
