PURPOSE:To enhance the controllability of engine speed, by calculating the first- order leg by use of the output signal of a timer calculator, and adding a signal for compensating the lag of the output to the deviation between a handle determined engine speed and the actual engine speed. CONSTITUTION:The dead time TL required for obtaining the engine output by applying the output S1 of an engine-speed controlling and calculating means 08 is determined by a timer calculator 13, and the dead time thus obtained is calculated by a dead-time calculator 11 and given as a signal S2. On the other hand, the first-order lag is calculated by an arithmetic means 12 obtained by modeling an engine operating system into a numerical formula and produced as a compensation signal S3. By adding the compensation signal S3 to the deviation between a predetermined engine speed and the actual engine speed and applying the sum to the engine-speed controlling and calculating means 08, it is enabled to enhance controllability of the engine speed.
