Surface treatment apparatus produces a steel strip(1) with enhanced phosphating properties and includes guide rolls(40a-40i), a pickling vessel in which the pickling solution is sprayed onto the strip, a water spray rinse vessel(14), a temp. controlled electrolytic treatment vessel, and a second water spray rinse vessel(15). The voltage supply to the electrolytic treatment vessel is made by a guide roll located close to the electrolytic liquid in the vessel. Excess pickling liquid is pref. removed from the strip. Productivity of the pickling process is improved.
