PURPOSE:To absorb variance in the reception level of an up circuit and to secure the high reliability of data on a down circuit by demodulating and resending up data at a center. CONSTITUTION:The data of the up circuit is demodulated with a carrier f1 into packeted data, which is demodulated by a receiver 401. Deterioration in C/N (Carrier-to-noise ratio) reflects on the demodulated data and deterioration in S/N (signal-to-noise ratio) appears. This demodulated data is supplied to a waveform shaping device 403 for waveform shaping and clock regeneration. Thus, the data shaped together with a timing level is transmitted to the down circuit by using a transmitter 402.
