PURPOSE:An easily handleable powder composidion providing tar urethane having improved physical properties of rubber, by blending tar with quick lime, adding water to the blend so that slaking reaction occurs to form slaked lime, evaporating volatile substances and excess water. CONSTITUTION:Tar is blended with quick lime powder, stirred, water is added to the blend so that slaking reaction occurs in a tar reaction composition to form slaked lime, and volatile substances and excess water are evaporated from the tar reaction composition by slaking heat. The tar powder composition is mixed with a polyisocyanate compound as a main agent, to prepare a polyurethane resin composition.
