PURPOSE:To produce immobilized microbial cells or enzyme having high mechanical gel strength with extremely low loss of the enzymatic activity of the starting enzyme, by using a gel substrate obtained by adding an alginic acid to a silica sol. CONSTITUTION:(A) a bioactive substance selected from (a) microbial cells, (b) an enzyme, (c) an enzyme insolubilized with tanning or a polyfunctional crosslinking reagent, (d) an enzyme adsorbed to an insoluble carrier, and (e) a suspension of the above in water, a buffer solution or a hydrophilic organic solvent, etc., is mixed with (B) an alginic acid salt or an aqueous solution of an alginic acid salt and (C) a silica sol, to obtain a mixed liquid of 3-10pH, preferably 6-8pH. The mixture is dropped or extruded into a gelling agent, or is made to contact with the gelling agent by spraying.
