In flow meters having a flow opening that varies as a function of the flow rate there is a problem of simply and accurately determining the zero position of the measurement characteristic. Provided for solving this problem is a volume-control valve (2), which determines the size of the measurement opening, has a spring-loaded return device (RV), is movably mounted free from the restoring force in a displacement range (ü or 2ü) situated below the zero measured value, and does not connect with a measurement displacement sensor (MG) which detects the measured quantity for the flow rates until at the end of this free movement range. <IMAGE>
