PURPOSE:To obtain pictures of high quality with a system where the compression ratio of a color difference signal is increased more than that of a luminance signal and the color TV signals are transmitted in a time series way, by having different emphasis characteristics between the luminance and color difference signals. CONSTITUTION:A luminance signal Y is transmitted through a pre-emphasis circuit 16 and a de-emphasis circuit 19; a red color difference signal R-Y is transmitted through a pre-emphasis circuit 17 and a de-emphasis circuit 20; and a blue color difference signal B-Y is transmitted through a pre-emphasis circuit 18 and a de-emphasis circuit 21 respectively. Thus different levels of emphasis are applied to those signals Y, R-Y and B-Y respectively. In other words, the high band emphasis characteristics are finally obtained for the signal Y with the flat characteristics obtained for signals R-Y and B-Y respectively. Thus it is possible to apply the suited emphasis to signals Y, R-Y and B-Y respectively. In such a way, the picture quality can be improved.
