PURPOSE:To obtain titled hair treating agent capable of facilitating the winding of the hair around a rod and the protection of the hair, and composed of an aqueous liquid containing a monoalkyltrimethylammonium chloride and a specific glycol. CONSTITUTION:The objective pretreating agent for permanent wave can be produced by adding (A) 0.01-20%, preferably 0.1-3% monoalkyltrimethylammonium chloride (based on the weight of whole pretreating agent) and (B) one or more glycols selected from propylene glycol, 1,3-butylene glycol and polyethylene glycol having a molecular weight of <=1,000 to (C) purified water, and stirring the mixture at room temperature until the mixture becomes homogeneous. The compositon may contain further perfume, antiseptic, solubilization agent, fat additive, pH modifier, emulsifier, polypeptide, etc.
