PURPOSE:To enable to reduce the torsional vibration and achieve the simple structure by a method wherein a transmission consisting of a pair of planetary gears and an energy regenerating high speed rotary body are connected in concentric manner between an engine side output power shaft and an actuator side output power shaft. CONSTITUTION:The power of an engine 1 is transferred to a hydraulic pump motor 2 via an engine side output power shaft 12, the first planetary gear transmission A, a high speed rotary body 11, the second planetary gear transmission B and an actuator side output power shaft 13. The rotary speed of a carrier shaft 18 is made gradually slow down with the first rotary speed controller 19, then the rotary force of a ring gear 17 is transferred to the high speed rotary body 11 via a planet gear 16 and a sun gear 15. The high speed rotary body 11 accumulates the rotary energy by gradual high speed rotation thereof. The rotary speed of a carrier gear shaft 23 is made gradually slow down with the second rotary speed controller 24. Thus, the rotary speed of the high speed rotary body 11 is transferred to the output power shaft 13 via a planet gear 21 and a ring gear 22.
