PURPOSE:To enable leveling-off of multiple layers of a toner on a photosensitive layer into single layer by disposing successively a hopper, doctor and impressing device in the moving direction of a moving body. CONSTITUTION:Minus corona is impressed by the 1st high-voltage power source 10 to the 1st corona electrifier 9 to electrify the entire surface of ZnO 8b as a photosensitive material to minus. When a moving body 8 moves, a doctor 11 scrapes down the conductive toner 6 on the body 8 thereby leveling off the toner to 2-3 layers. A voltage is then impressed between the base plate 8a of the body 8 and an electrode 12a by the 2nd in high-voltage power source 13 in such a way that the electrode 12a side is made plus. The conductive layer 6 in the uppermost layer on the body 8 is polarized successively to minus by the electric field between the plate 8a and the electrode 12a when the conductive toner 6 on the ZnO 8b faces the electrode 12a then the toner is a scattered by electrostatic attraction force toward the electrode 12a on the plus side by which the toner is dropped into a hopper and the conductive toner 6 on the ZnO 8b is leveled off to a single layer.
