PURPOSE:To allow swift speed changing operation by providing a balance spring mounted to a supporting arm of a tension pulley for urging the tension pulley toward the tension side. CONSTITUTION:A balance spring E is provided in connection to a supporting arm 1 pivotally supporting a tension pully C so as to urge the tension pulley C in the tension direction with a substantially constant load applied thereto. Thus, the supporting arm is urged in the tension direction under a substantially constant load to achieve swift speed chaging operation by pivotal movement of the supporting arm 1 caused by handling of a control column D.
