PURPOSE:To smoothly control the speed of an actuator and improve the feeling of operation, by making the force of a spring for setting the relief pressure of a relief valve, variable depending on the operating lever of an orifice changeover valve. CONSTITUTION:The operating lever 2f of an orifice changeover valve 2 is coupled to a spring 11b for setting the relief pressure of a relief valve 14, so that the force of the spring for setting the relief pressure can be altered depending on the quantity of the operation of the lever. As a result, the action of an actuator 3 is controlled in terms of flow rate and pressure so that the speed of the actuator is smoothly controlled without causing any shock. In addition, the operating person is enabled to have a good feeling of acceleration. The feeling of operation is thus much improved.
