PURPOSE:To eliminate the distortions of a reduced picture due to the crush of the white picture area which is caused when a picture is reduced, by reducing input pictures every notice picture element and putting these reduced pictures on each other to perform the AND processing. CONSTITUTION:A memory scan circuit 3 performs scan for the 1st data reading with a picture memory 2, and the read-out data of a notice picture element area is processed by an OR arithmetic circuit 4. Then a notice picture element area is replaced with a picture element and the reduced data are written successively to a memory 7. The data on the reduced picture of the 1st stage which is stored in the memory 7 is transferred to a memory 8. Then the 2nd data reading scan is carried out. In this case, the data are read out in the notice picture element area with a shift given in both horizontal and vertical directions by a picture element unlike the 1st scan. The read-out data on the notice picture element area are written successively to the memory 7. Then the reduced pictures of two stages are put on each other for execution of the AND processing. Thus it is possible to obtain a reduced picture with correction of distortions due to the crush of the white picture area.
