PURPOSE:To remove abrupt variation in tape tension during starting stopping, or acceleration, and suppress oscillations of a speed and tension and to attain stabilization speedily by providing the 2nd run path which includes a belt contacting the outer circumference of a take-up reel. CONSTITUTION:The 2nd run path is provided in addition to a run path for a tape 13, and the 2nd run path has the main belt 21 contacting part 22 of the take-up reel 11. Therefore, when the take-up reel 11 is driven, the tape 13 and man belt 21 are driven at the same speed and the speed of the main belt 21 is transmitted to a speed detection roller 24 through the 1st transmission roller 24, an auxiliary roller 124, an auxiliary belt 26, and a receiving roller 115, and further transmitted to a buffer roller 16 through the 2nd transmission roller 25, an auxiliary roller 125, an auxiliary belt 27, and a receiving roller 116. Then, the major parts of the inertial loads of the speed detection roller 15 and buffer roller 16 are transmitted by the main belt 21.
