PURPOSE:To obtain a superior recording medium having flat magnetic layer surfaces such as a magnetic tape and a floppy disk by forming a smoothing material film of a resin coating film or sputtered oxide over the surface of a substrate, and then forming a metallic magnetic layer by sputtering. CONSTITUTION:The substrate made of a film of polyimide, metallic film of stainless steel, etc., e.g. discoid substrate 10 is coated with resin paint 11a to dry the paint while rotated, and further to set the paint when crosslinking resin is used. Then, a ''Permalloy'' film 12 as a soft magnetic film and then a Co-Cr alloy film 13 is formed on a dried and set film 11b in order by sputtering and, specially, the film 13 is oriented vertically to form a two-layered magnetic layer, thus obtaining a disk. In another way, an oxide film of SiO2, TiO2, Al2O3, etc., is formed on the substrate 10 by sputtering and the magnetic layer is laminated. Thus, the magnetic layer is formed on the smoothing material on the substrate 10 to obtain a magnetic recording medium with superior surface smoothness.
