The invention relates to electrical surface heating devices on manual control elements for machines and devices, in particular on steering wheels for motor vehicles, in order to prevent over cooling of the hands in cold weather. In the area which is grasped of for example steering wheels, electrical heating coils which can have current flowing through them when required are provided in different ways within the cross-section below the surface of the area which is grasped. Thus, it is possible to heat up the areas which are grasped quickly before and during a journey.
