PURPOSE:To obtain an odorless fuel which can also be used as manure on demand, by mixing pulverized coal having a particle size within a specified range with the excrements of livestock and extruding the mixture under compression shearing. CONSTITUTION:The excrements A of livestock are dried by combustion exhaust gas in a drying kiln 1 or in the sun in a greenhouse to such an extent that water content is lowered to 50% or blow. The dried excrements and pulverized coal 10 are fed to a hopper 2, said coal 10 having such a particle size distribution that 30-70wt% thereof consists of particles having a particle size of 9-150 mesh and 70-30wt% thereof consists of particles having a particle size of 150- 500 mesh. The mixture is fed from the hopper 2 to a mixer 3 where they are uniformly mixed with each other. The resulting uniform mixture is fed to a pelletizer 4 or a briquetting machine 15 to obtain a pellet or a briquette having a water content of 20% or below.
