NEW MATERIAL:A pyridazinyl-3'-oxyphenylurea compound shown by the formula I [R<1> is 2-6C alkyl, 3-7C cycloalkyl, 3-7C alkenyl, 3-7C alkynyl, 2-6C halogenated alkyl, phenyl (halogen which may be replaced with lower alkyl), phenyl lower alkyl, or lower alkoxy-substituted lower alkyl; R<2> is methyl or methoxy]. EXAMPLE:N'-(4-(6'-Ethoxypyridazinyl-3'-oxy)-3-chlorophenyl)-N,N-dimeth ylurea. USE:A herbicide effective for soybeans, having wide weeding spectrum with a small amount of application, useful for controlling weeds. PREPARATION:For example, an alkali metallic alcoholate shown by the formula II is reacted with an N'-(6'-halopyridazinyl-3'-oxyphenyl)-N-methylurea or methoxyurea shown by the formula III, to give a compound shown by the formula I.
