PURPOSE:To equalize the pressures which are applied to a plurality of actuators by providing a pressure equalizing circuit which connects a flow control valve and a safety valve with each other and operating both the flow control valve and the safety valve on a pilot pressure which is applied to the flow control valve. CONSTITUTION:A pressure equalizing circuit 9b'' connects the ports 16a and 16b of flow control valves 21a and 21b and safety valves 22a and 22b, and both the flow control valves 21a and 21b and the safety valves 22a and 22b are operated on a pilot pressure which is applied to the flow control valves 21a and 21b. Besides, the operation of the flow control valves 21a and 21b is delayed from the operation of the safety valves 22a and 22b. When one of the flow control valves 21a and 21b is actuated due to difference between those performances, the operating pressure as a load pressure on a plurality of actuators 1a and 1b is controlled by said operating flow control valve, on account of which the load side pressures of a plurality of the actuators 1a and 1b may be controlled to be equalized.
