PURPOSE:To improve detecting accuracy and resolution without introducing the error caused by capacitive current by minimizing the electric capacity of a counter electrode and impressing the 1st and 2nd voltages and the 3rd voltage of the polarity reverse from the 2nd voltage to the counter electrode. CONSTITUTION:The equiv. double-layered capacity CDL when a liquid is filled in a cell 100 is >=0.1-0.2muF with respect to ordinary 10-100muF. A small working electrode 310 is not stained when the cell is dynamically cleaned. A porous ceramic plug 350 is inserted into the hole 353 of an electric holder and is made flush with the inside surface forming the liquid joint acting like a lamp wick for the purpose of electrochemical exchange between a main cell cavity 180 and a reference electrode 370. Such cell is a fluid cell having the response volume smaller than 1mul and the bearing of the electrode is made optimum. The cell resistance RC' the resistance RU which is not controlled and the double-layered capacity CDL of a working electrode WE are optimized with each other and the quick response free from errors is generated with low power consumption and low noise while the electric field crossing the electrode WE is maintained uniform.
