PURPOSE:To certainly cut-off the clutch engagement and brake application in the transmission stop state independently of the viscosity of working oil by adjusting a discharge port which shifts integrally with an operating member into the throttle opening state and controlling the oil pressure so that transmission stop state is generated. CONSTITUTION:A discharge port 31 is formed onto the outer peripheral part of a cylindrical body 12 so as to shift integrally with the cylindrical body 12, and the pressurized oil supplied into a hydraulic piston 22 is discharged into a transmission case 3. A relief valve 37 is connected to a piping 27 through a shift fork 34 and a release wire 35, and when a pedal 36a or 36b is at no-stepped-position A, clutches 7a and 7b are in ON state, and brakes 8a and 8b are in OFF state, and at the first stepping-in position, the both are in OFF state, and at the second stepping-in position C, the reverse state to that at the no-stepped-in position A is formed, and brake is applied.
