PURPOSE:To reduce response delay time of a remote device by providing an information transfer buffer means corresponding to a remote device, making the priority of start the same also giving a limit to one information transfer amount. CONSTITUTION:Data to be transferred to remote exchange boards 20, 21-2n from a central controller 1 are stored once in transfer buffers 30, 31-3n respectively. A priority control section 4 supervises cyclicly the buffers 30, 31- 3n and when a data exists in, e.g., 30, the supervision is stopped and it is informed to the control section 5. The control section 5 extracts only a regulated data amount from the buffer 30 and transmits it to a link control section 6. Since the control section 6 controls link according to the predetermined transmission protocol by the system, the said extracted data is transferred to the exhange board 20 via a data link 7. After the transfer of data is finished, the control section 4 restarts the supervision from the buffer 31 next to the buffer 30 and the operation above is repeated sequentially.
