PURPOSE:To obtain a picture display by an interlaced scanning by counting the number of a horizontal synchronizing signal which generates, and discriminating an even field and an odd field in a flat surface type display device which is driven and displayed by the interlaced scanning. CONSTITUTION:The inputted video signal is inputted to a synchronizing separation circuit 19, vertical and horinzontal synchronizing signals Vsno and Hsno are obtained, and vertical synchronizing signal VH, which is synchronized to the vertical synchronizing signal Vsno, is obtained by a synchronizing circuit 22. The VH signal and the Hsno signal inter an NOR gate 24, and become a clock input of a one and half dividing circuit 25. The output of the above-mentoined dividing circuit 25 is stored in a storage circuit 28, an output signal 29 of this storage circuit 28 repeates the waveforms of the high level and the low level, and the decision of an even field and an odd field is executed.
