PURPOSE:To obtain the titled polymer having high polymerization degree in high yield, by polymerizing an inorganic acid salt of a monoallylamine in a polar solvent in the presence of a specific azo-type initiator. CONSTITUTION:A monoallylamine inorganic acid salt (preferably hydrochloride, sulfate, etc.) is polymerized in a polar solvent (e.g. water, alcohol, etc.) in the presence of an azo-type initiator of formula I (R1, R2, R3 and R4 are hydrocarbon group) or formula II [preferably 2,2'-azobis-(2-methyl-propioamidoxime), etc. for formula I , and 2,2'-azobis-(2-methyl-propion-hydroxamic acid formula II), preferably in an inert gas atmosphere. The amount of the initiator is 1-6wt% based on the monoallylamine inorganic acid salt.]
