NEW MATERIAL:A 4,5,6,7-tetrahydro-1,2,3-benztriazol-1-oxide derivative shown by the formula I (R is H, lower alkoxy, or lower alkylthio; X is Cl, or Br; Y is H, Cl, or F). EXAMPLE:2-(4-Chlorophenyl)-4,5,6,7-tetrahydro-1,2,3-benztriazol-1-oxide. USE:A herbicide. Controlling weeds by foliar treatment and soil treatment of plowed fields, and by flooding treatment of paddy fields, showing no phytotoxicity to main crops. PREPARATION:A 2-phenylhydrazonocyclohexanone oxime derivative shown by the formula II is subjected to ring closure with an oxidizing agent, to give a compound shown by the formula I .
