PURPOSE:To enable gas of abnormal pressure in a vessel to be emitted, by arranging a foaming agent to be inflated betweeen the vessel and a cover so as to seal the vessel and the cover while selecting the content of a foaming element compounded in the foaming agent so as to adjust a seal pressure. CONSTITUTION:The opening of a vessel 1 is closed by a cover 2, further a storage part 3 formed in the peripheral part of the cover 2 is filled with a foaming agent 4. Then a sealed part is formed by heating the foaming agent 4 to be inflated and pressing the vessel 1 and the storage part 3. Under this condition, if an electric equipment housed in the vessel 1 generates an electric discharge or the like, the vessel 1 filled with gas 5 causes its pressure to rise. Then the sealed part opens emitting the insulated gas 5 if its pressure rises higher than the force of the foaming agent 4 pressing the vessel 1 and the cover 2. Accordingly, the sealed part can airtightly seal the vessel and release its abnormal pressure by selecting the content of a foaming element compounded in the foaming agent 4 so as to adjust a pressure value of release.
