PURPOSE:To perform snow thawing and air conditioning by an apparatus with a single system and consequently contrive to improve the econimical efficiency and utility by a structure wherein a special composite pipe mat is employed in the apparatus, by means of one and same system of which both snow thawing and air conditioning are performed. CONSTITUTION:A composite pipe is formed by bonding a black semicircular arc heat insulating sheet (such as foamed resin sheet, glass fiber sheet or the like) 3, 3' onto the lower half portion of a transparent resin pipe (such as fiber reinforced plastic pipe or the like) 2, 2', which is inserted in a selective transmission and absorption resin film tube (such as fluoroplastic resin film tube or the like) 1, 1', which has the performance to transmit the sunlight and absorb the reflected light. A reed-screen-like unit composite pipe mat is formed by connecting several composite pipes in series through U tubes 4, 4' and joining tapes 5, 5'. During thawing, the heat of heating air is dissipated from the upper half portion of the transparent resin pipes 2, 2' in order to promote the thawing, because the lower half portions of the transparent resin pipes 2, 2' are heat-insulated by the black heat insulating sheets 3, 3' in the composite pipes. During heating, the heat collecting effect is enhanced by transmitting the sunlight through the selective transmission and absorption resin film tubes 1, 1'. During cooling, the circulation of air through the air pipe in the composite pipes prevents the interior of a room from being heated from the roof surface. In such a manner as described above, snow thawing and air conditioning functions are formed so as to be performed by an apparatus with a single system.
