Extending between each pair of posts are an inverted channel top rail and a bottom rail. The top rail has inwardly directed webs which define an inwardly directed panel receiving throat as has the bottom rail when assembled. A rectangular panel is secured to the top rail and bottom rail by brackets which are locked in the channel, to inwardly directed webs of the top rail and to the bottom rail. |
