A paving element, in particular for covering playgrounds or the like, comprises essentially an elastic material for protection in the case of impact on the top side of the paving element. In order to provide a paving element which on the one hand provides a high impact protection and, on the other hand, is insensitive to the effect of water vapour when installed, the paving element (1) essentially comprises elastomeric granules (11) which are bound in an elastomeric binder and are covered on their surface with an elastic, non-skid roughened plastics layer (12), and the paving element (1) has the shape of a paving stone. <IMAGE>
