The device comprises a frame 33 intended for receiving a bag of cement 33 in order to support it flat and mounted so as to tilt at 34 on one side of the concrete mixer relative to a fixed part 16 of the installation so that it can occupy two extreme positions, one 32a inclined downwards for the operator to load a bag and the other 32b substantially vertical for pouring the cement from this bag into the opening of the said concrete mixer, the frame being provided with means 37 for grasping the end of the said bag which is furthest away from the concrete mixer and with a dispensing chute 39 located near the opposite end of this bag. <IMAGE>
