The values of the encoders 17, 18 at this stage are delivered to a computing and controlling section 30 to obtain the positions of lost tooth sections to be formed, where the differences in angle between the teeth of gears 2, 3 take minimum values. These positions are rotated by predetermined rotating angles in accordance with the numbers of pulses required to oppose these positions to the tools 4, 4 for forming lost tooth sections. When the lost tooth sections comes to positions right below the tools 4, 4, the tools 4, 4 are rotated to carry out the lost tooth section forming process.
