PURPOSE:To improve a recognition rate and a recognition accuracy by setting a slice level in accordance with the number of bits of white level value or a black level value of a binary picture signal outputted from a binary-coding circuit. CONSTITUTION:A binary picture signal from a binary-coding circuit 2 is inputted to a binary picture counting part 41, the number of times of generation of one of its white level value or black level value is counted, and this counting value output signal is inputted to a deciding and comparing part 42. The deciding and comparing part 42 compares this counting value output signal and a counting value allowable range from an allowable value setting part 43, its output is discriminated by a slice level discriminating part 44, its discriminated contents are inputted to a slice level calculating part 46, and an intrinsic slice level is calculated. This intrinsic slice level is given to a slice level setting part 45. |
